I want to make my own resettable head targets. I have a welder and supplies, just can't figure out the resettable action to make the head flop back in place.

Not sure I can really answer your tech question on the action needed.. but another option would be to buy one of these and save hassle of making?  I can recomend them as being  excellent :)  http://www.steelplinkers.com/

I'd like to make one exactly like that resettable head gopher he has! Wish I could see behind it.

Not sure exactly what type of resettable targets you have in mind, - but one with a rod thru it, from side-to-side about 35%-40% down from the top will spin a tad and reset. If it doesn't reset fast enough, add some weight to the bottom, even a couple of bolts would help.

I want one where I shoot the head and it flops back, then I shoot a "reset" disk and it puts the head back upright so I can shoot it again. Doesn't take much more than that to entertain me :)

Gottcha, - a spring loaded "reset" target/button/whatever. - Local hardware store should carry any needed springs, - would indeed be "interesting" to design one from the start. - Kinda like shooting the latch that allows you to open the hood of your car.
