I'm getting a B28 done by Mike. After it gets here, I think I want to make the stock black. What's the best looking and durable way to do it? Sand off the finish and spray it, or stain it?

How about applying "Dura Coat" truck bed liner ??
I've done a couple of my rifles with it and it comes out great. You get a weather proof coating that results in a nice even black color and the slightly course texture of the material results in a stock that is easily and securely gripped.
The other nice things is that you don't have to completely strip the existing stock exterior prior to applying the Dura-Coat. All you have to do is take some sandpaper and "scratch" up the stock to give the Dura Coat a rough texture to adhere to.

Yes, comes in a spray can. Last time I bought it I got it Walmart.
There are a couple of brands of bed liner spray paint but the Dura-Coat brand is really good, it's the only one I use. I usually give the stock 1 coat, let it dry thoroughly and then give it a second coat. It really comes out nice and is about as durable as your gonna get :)

Another choice you might look at is Rustoilum Textured. I tried it on my B-26-2 after I planed down the comb. It gives you texture but it's not as rough as bed liner. It's been on over a year and is holding up good. Just another idea.

Another tip if you're gonna use the Dura Coat.
If you want a rougher texture, spray the first coat really light from about 2 feet away. The farther away you spray, the rougher the texture.

I cut the stock on my Chinese B-1 .177 cal and installed the arm rest from an old crutch.
Sanded the wood finish and spray painted it with Rustoleum Textured.
