i am changing the stock 4x32 gamo scope to a center point 4-16x40. i know there is a weight difference can anyone suggest a good scope rail and rings for this endeavor?

I'd go with an "Accushot" 1 piece mount. It'll hold rock solid. Medium or high mount is your choice.

what is the difference between medium and high and where is the best place to get one?

A medium height Accushot will accept a scope with up to a 40 mm objective lens, if you go with a scope with a larger objective lens, like a 4x12x50 or something like that, than you would need a high mount.
Since you plan on using a 4x16x40 you can use a medium height mount if you wish to. The 4x32 gamo scope you had on it no doubt used a medium height mount so if you were comfortable with the height of that scope as far as eye placement than I'd order a medium height mount.
You can get Accushot mounts in many places. I usually get mine from http://www.pyramydair.com/ and I believe in the "Bargain Gate" someone posted a 10% off coupon for pyramydair.
Also, make sure you order the correct size mount. They come in 1 inch diameter and also in 30mm diameter. Also make sure you get the correct scope rail size..... 11 mm is the standard size
