May be swap some pigeon control for free Football game tickets. I have never been to a pro-game.

Hum... noise makers wont work. Fake owls wont work. Strobe lights,...I doubt it. Netting...umm..I think not.
Maybe they could hire a Falconer like they use at airports and pay BIG money.

 Or they could give some free season ticket passes to one of our great hunters near that area who is a member of GTA..hehe..
