Loose screws

I was just checking over my TF-89, and removed the black plastic caps that hide the screws that go through the front of the wood stock into the reciever tube. Those 2 allen head bolts were pretty loose. How tight should they be? Should I remove them and put loc-tite on them? After I tightend them up, the POI changed and got high, this normal? And also now the black covers will not fit into the wood stock anymore because the bolt is closer to the wood, and there is not enough room.
These are my Rifle\'s, there are many like them, but these are mine. TF-89

the screws should be tight, loc-tite helps hold them in place, normal for POI change when tightening screws, check the other one also and loc-tite...Mike
