I see something called a "moderator" mentioned in some English forums, and wonder if that means "silencer".

If not, what is it?

you are correct they are the same thing. Here we are unable to own any of the moderators, unless it's non-removable . Then you get it without the baffles inside, which lowers  or eliminates the sound.

One other thing this is a very touchy subject on any forums.

I assume you don't mean "me", since I'm the moderator on this forum....

Anyway, about the only permissible "silencer" discussion is on how they are severely problematic from a legal perspective, and how one may not use these forums in an effort to procure or manufacture or even hypothetically design any kind of silencer.

Depending on the circumstances, silencers can get you in real trouble. I believe that there was a recent incident where a man equipped an airgun with a silencer and then shipped it to someone else. "The Authorities" intercepted the package, and tested the silencer on a real gun - and found out that it worked. The result? 15 years. There's more to the story, but the moral is the same....
