I have a whole lot of experience with rats, big and small.  I have had some as you describe...they just wouldnt die.  I shot one where the pellet scalped him, took an eye and a little skull with it.  He ran away!!!  I coulnt find him until the next morning...floating in one of my ponds.  These things are tough.  Shot placement is everything.  I've seen em go down without a twitch, and further shot analysis showed brain shots or neck/spine severance.  The dang things are so spastic, that what spot you aimed at when you pulled the trigger aint quite where the pellet lands.

I had the most luck with a "bait station", a red light for illuminating the station(2D LED flashlight with a red filter), a motion detector(driveway patrol on ebay), and close range shots.  If you dedicate a portion of your deck to rat killin you could beef that portion up, reinforce it so to speak to take them .25 shots...line a wooden box with duct seal...and put the bait in there.  You locate the bait station in such a way that you have clear, close shots...without the rat knowing you are there.  For example, I set up a bait station under the kitchen sink window.  Got the screen off the window, sighted in the gun for the 6~8 foot shots that I would be taking.  Left the window open a crack, enough to let the barrel out and get the shot out.  Motion detector went off, I very carefully went to the window, and squeezed off a shot at the rat.  None escaped!!!

Now, I realize that you may not be able to get that close...but there's gotta be a way to set up a bait station somewhere and turn your situation into a sport.  Why not have some fun?  You don't have to use a Falcon...but if you did, it would be awesome, and shot placement anywhere in the center mass of the rat would either take em out right there or very quickly thereafter.  The good thing about a bait station is that they tend to be way less spastic while eating!!!  The rats got smart and started dashing in to take a little food and then dashed back out, so I put the food under some screen so they had to try and get into the food.  While they were pausing every few seconds to figure out how to get to the food, a pellet went into their thinking area, if I was lucky.  The trick is to bring the rats to you...not you go to the rats, that way you can control everything.

I think you should get a Falcon .25 anyway...just so you have it.

It just happened again!!!!  I was patiently peering out the window with my dim back porch light and my night vision scope and i saw them..
this is the first time they have gone to the outer bait area..  i set that up for my new whisper..
they normally come to the closer area and thats my webly target..
2 of them were tag teaming the bait back and forth and they would linger for just a second.. So I put the night vision down and loaded the .22 whisper and set it on the sill.. I can see just barely with the light i have but its enough...  I waited on the bigger one to make his move and took the shot.

EEEEEKKKK,  EEEEEKKK, EEEEEKK,,  This went on for at least an eternity, it had me frieked out a little and i hesitated on the reload.. With this big bastage carrying on like that I lost it.. I finally come to my sences and loaded the gun.. I should have thought about having a loaded .22 webly sitting right there but go figure....

by the time i got ready again he went over the edge of the deck.. I went out to see if he was there and all i found was puddles of blood and a blood trail off into the dark..  tough little buggers..

You won the battle though...just didn't recover the body. Thats ok...I'm not sure where you live but in my urban neighborhood a dead rat just disappears from a multitude of different scavengers. Do you have any Predator .22 pellets, or some wadcutters? Those pellets usually do some greatdamage. I have a .22 whisper also, and it is fully capable of taking your rats out. I always aim for in the ear or just behind the ear. Its the last thing they ever hear...

You must keep up the fight and keep those disease ridden filthy vermin away!!! Stay up late...do what it takes...but always leave some for tomorrow...or things can get real boring.

Is a laser for close range and just for that particular range. You get pinpoint accuracy, the red laser dont spook em, and you can acquire your kill zone very quickly. It puts another fun spin on an already fun nite sport.

Man, I'm hurtin here!!! I wish I had some rats left to shoot, but I guess everybody in the neighborhood has been snaptrapping and poisoning them. I haven't seen any in weeks and they used to be a nightly occurance. My dogs get em too.

I'm shootin super domes right now,, but your right. I need some wad cutters or the hollow points for maximum carnage.. lol
There will be no end to the rats.. I live in a neighborhood built in the 50's. All the neighbors have breeding pens in thier backyards that are in dissaray.. the sheds and barns are old and perfect for them.. I watch them run the power lines and my wooden fence rail right at dark.. they have trails that lead under my deck. My deck is 500 sq.  ft. and the wife feeds her dove bird seed 2 times a day now for 4 years.. it falls thru the cracks and they eat it. at night they come to see whats on top..  ever since i got the night vision goggles i have been amased at what i see.
After the squeelin rat tho, i don't think any will be back out tonight.
I will be headed to the store tomorrow for some wads or predators..

You are SET UP!!! Man, thats like a dream come true for me. Entertainment every nite...forever!!! You got the lazers...you are just set up!!! Superdomes will do the trick too, but hey...Predators have got to be the accuratest, coolest, sweetest, most devastatingest?, pellet that I have ever used. So expensive though, but I think its worth it if youre hittin em every nite. Have you tried hittin em under the deck? If they think you cant see em, and they feel secure...they'll be right out in the open under the deck at nite...prone position puts you right at their level...oh man you got me goin now. I'm dyin here!!! I hope you consider yourself lucky, because you are!!!

To demonstrate how smart they think they are...one nite I was told by the dogs constant insistence that there was something in the gas barbecue. So I lifted up the lid, and in the shadows, under the grate...there was a rat just sitting there. Apparently he thought that I couldnt see him, because he just froze. Now, I figured that by the time I got an airgun and came back, he would be gone. Nope...ratty was just sitting there in the same place. So I poked the Diana 350M barrel as far as it would make it through the grill and lined it up on rattys head. Ratty must have spastically moved during the split second it took for me to fire...because thats the one that got scalped, at point blank range, and ran away before I could reload. Come to think of it...yep there was some squealin, and the dogs got EXTREMELY excited. There is still a dent in the barbacue from that one. Subsequent kills in the barbecue have me wearing saftey glasses and angling the shots so the rikoshays go away from me. Why do they go in there? The rats eat the pan drippings.
