We had a problem on another website I help out with tech questions. The problem was repeat questions that had already been answered after 13 years of doing Q&A. All the questions and replys were all listed in that site's cross referenced index.
The solution was placing large, bold headers in the dead center of each opening page in the Q&A section, politly instructing readers to first check the index before asking a question. It cut down on about 95% of the repeat questions, and resulting workload for the web master (no mods there).
As Bob, said, there's still some that don't get it and they may need a pm wake up call, but otherwise, it was still very affective without hurting feelings.
I think a similar, very large, bold heading, explaining what's expected, placed right in main view when the page first opens, will reduce alot of the chit-chat.
