I have shipped several air rifles from the UPS store closest to my house and have never been turned away. I did have to have a manager come out one time when a the clerk I was dealing with was uncertain. I simply explained that it was an air rifle, not a fire arm. He told the clerk it was legal and to process my shipment. I have shipped a great deal more air rifles with FedEx, from their location near where I work. The clerk there knows me very well and is always very friendly and has never questioned my shipping air rifles.
Perhaps a little educational discussion with the clerk's manager or supervisor would go a long way.
