Heat it up red then drop it in carbon enriched oil
Old used engine oil is great as it has carbon in it
fron the engine then powder a carbon rod out
of a dry cell battrey  or heat up a bit of leather till
its crispy and can be powderd with a hammer
mix it in the oil.

Or just buy a tin of harding paste

I have made many knives with old worn out files. Old lawn mower blade should be a little higher carbon as well. To soften put it in a fire & just leave it untill the fire goes out. You will be able to cut & grind it like mild steel. Then heat to bright red quench in water reheat to blue. You may find mild steel is hard enough for what you want give it a try
