They (The U.S) can always make affordable housing with those containers.....If I remember correctly, the Brits are using those containers to make temporary housing for the expected visitors for their Summer Olympics in 2012.  Stack them up, insulate them and weld metal walk-ways and stairs, install washrooms, kitchens, wiring etc. and they`re good to go.  For bigger units....just weld four or six together and cut doorways between them.  It`ll be like a mobile-home.
