C4....... a small dab on each screw.  Hey, the scope is airgun rated, right?  Seriously, seen the replies in the other place.  I think you can buy those little tapered bits "as advertised on tv" which you stick into the stripped screw and then back it out by reversing your drill.  That would be about the easiest first crack at it.

I remove a lot of broken screws in my line of work. Drill a small hole in the screw, then use an easyout (Basically a reversed tapered type drill bit). It threads counter clockwise into the hole you just drilled and will then start backing the screw out.

Get a drill that just fits in the hex and drill the head off...when the top ring
is removed there will be enough scew section left to grap with pliers
any pressue will be releast as the head is gone . You will most lightly only
need to do one bolt on each ring

Remove all the removable screws on the ring and you might just get lucky and the stripped screw will be relieved of any pressure and can be removed. If that don't work drill the center (start small bit) and tap a torx bit if you got one..it's tapered and if tapped it grabs the edges and you can unscrew it. It that fails, scope ring is cheaper than scope and you can just cut off the ring.
