I have access to a set of   metal cutting tanks can these be converted to plain air and used for a PCP application ?

Depends on the tanks, better question to ask the guys that fill your tanks.  I'm sure there's an adapter out there to connect just about any tank to an airgun, but if the tank wont handle high pressure (3000psi or better) air or nitrogen (not oxygen), then it wouldn't work.  Just be carefull what you get it filled with, some gasses like Oxygen will not work in an airgun application and will either get you killed, or at the very least destroy your gun.

You guys may be diffrent over there....here.if the tank hasn't got the right stamp
on it they won't fill it with any other gas/air...even thow the tanks are the same and rated
to the right PSI.......Scuba tanks are a perfect exsample....They don't make scuba tanks
just 80cf gas bottles....then they are stamped for what ever gas they deside to use them for
and instal the correct valve....But once that stamp goes on thats it..It will not be filled with anything ealse

If you have an oxygen bottle most shops will exchange it for a nitrogen bottle for no charge or a $ 20 fee. Your problem will proably be pressure  most shops sell nitrogen and argon at 2500 psi or so. God luck with that. When I first got my Evanix I had not recieved my tank yet and I used nitrogen at 2200 psi for a few weeks. It cost about $ 50 for valves and adaptors. Since then I have been using a 80 cf carbon fiber tank I got off ebay for $ 60 + a $40 hydro.  local scuba fill to 3500 for $ 6.   If you buy a used Carbon fiber tank be aware that they only have a 15 yr lifespan. make sure you know the date of mfg.
