Back in the 70's here, - the "legal limit" was .15 - and VERY loosely enforced. You pretty much HAD to cause an accident, or drive down Main Street on the wrong side. It was common for the cops to tell someone to "park it" and then they'd call him/her a cab.

I saw that on TV a couple of months ago.  Now that's some funny stuff.  

I gave dozens of people a ride home.  A couple of them were in that condition.  I got in trouble a couple of times for doing it because they were looking for me to back someone up and I was too far out of my area.  My sergeant would sometimes yell at me for not writing enough tickets and DWI's.  But if the person was nasty, lied to me, or showed me no respect, they got what they had coming to them.
