I recently purchased 3 tins of .177 Gamo Hunter Dome Pellets from Bass Pro Shops that were terrible. They had hanging chads of lead protruding off the skirts and grouped really bad, like 4 inch groups from 15 yards. I posted about this in the Pellet Reviews Secton of the site. Since it's an hour drive for me to Bass Pro Shops I decided to send Gamo an e-mail under the Contact Us section of their web page. I got a reply from them about two hours after I sent the e-mail stating they were sorry for my incovience. They said to send them a copy of my reciept and they would replace the defective pellets as soon as possible and they would bring the matter to the attention of their Quality Control Department. I just took a digital photo of the reciept, re-sized it to an appropriate size and e-mailed them back with my return address. We'll see what happens.  Still no excuse for the crappy quality control.

i just bought some rockets in the same condition bent skirts and the rest the same as yours
did you get replacements yet?
im going to call them on the tin i bought worst looking pellets ever

I got three replacement tins of the Gamo pellets in the mail yesterday. I didn't think Gamo would even respond to my complaint but they did. Now what to do with the damaged pellets, they sure won't shoot in any of my guns. Gamo didn't want them back, but the replacement pellets looked better.  Good luck, if enough people complain maybe their quality will get better.
