Accushot 1 piece mount ring tape ?

Have any of you used one without the silly tape on the inside of the rings? I went to change scopes and there was adhesive stuck all over the tube. I have never seen tape on rings before. What is the purpose, and is it really necessary? Do they use it to mask poor machining? I am afraid if I remove the tape the rings might damage the scope finish. Thanks , snookman
