I think that the extra $40 for a Rich in Mich. full barrel shroud (installed), the lube tune and Macarri piston seal installed by Rich as well, and the tall cheekpiece, which some have had problems with on the B26-2 stock when trying to sight through a scope, re-shaped to a more comfortable configuration (need to do that with mine as well) ain't too bad an up-charge over the cost of a new one. I'm just guessing, but I expect the retail value of the added items and services would be a bit higher than $40, though I can't say with any certainty.
Sounds like it might be a good deal if you're looking for a B26-2 in .22, though I've got no interest, financial or otherwise, in this transaction.
