QB bulk fill cap Q?

I Just found a used bulk fill cap. the silver part that has the spring between it and the main body, how far should it be screwed into it, all the way or just partitialy. pic I've seen look like maybe two threads out? any one know for sure. I've hooked up my air source to it and the more its out the more air it lets in. is this right?

All that silver cap does is hold the spring for the check valve,it should b tight. :emoticon:
