I recently bought 2 of these and I love em.

http://www.cheaperthandirt.com/SCP549-1113-30.html

The picture in the add is the older version and that's what I thought I was getting when I ordered them, however when I received them they were the newer model with the side wheel red/green illumination dial and also with the zero resetting/locking windage/elevation adjustment knobs. Maybe they ran out of stock on the older version and are sending out the newer version, not sure, but that's what happened to my order.  I would've been happy with the older version that I thought I was getting, but it turned out to be a nice surprise.  I have their 4x16x50  on my RWS 350 .22 magnum and the scope is great, that's why I ordered these last 2 leapers.  Anyway, just my personal opinion, I'm sure you'll get other recommendations on alot of other scopes.  Whatever you  choose, good shooting. Oh yeah, forgot to mention, scope came with the flip up lens covers and shade tube.

illumination dial for my Hunter 1250 Royal .22. It is a great scope, and very clear. It also came with the shade tube.. I do not like the flip up shade screens. I prefer the screw on ones like BSA has. But that Leapers scope is a fine scope.. If I needed another 50 mill scope I would buy that one from Cheaperthandirt. That is a good price..

I also have a couple of them for my big shooters...:) Yes they are nice and the prices are good. I would think he would want to stay at 40 mil or under..

I am also going back through my rifles and considering replacing the one piece scope mounts that I use "Accushot" which are great mounts but heavy. Replacing some of them with BKL mounts which are half the weight but three times the price...:)
